A study on the characteristics and job mobility of low-wage workers with disabilities

Abstract
The purpose of this study was to examine the state of low-wage labor among people with disabilities and to seek workable reform measures. The characteristics of full-time wage workers with disabilities were analyzed, and the percentage of low-wage workers with disabilities and their job mobility were analyzed. As a result, the percentage of low-wage workers with disabilities stood at 42.2 percent in 2008; 41.6 in 2009; 51.9 in 2010; 50.2 in 2011; and 46.5 in 2012. Among full-time wage workers, those who were in their 20s and in their 60s, who received lower education, who had severe disabilities and who had mental disorder were more likely to become low-wage workers. As for the characteristics of job, the workers who did simple labor, who were in the service industry, who were irregular or temporary workers and who were day laborers were more likely to become low-wage workers. As a result of analyzing their job mobility, low-wage workers often continued to remain as low-wage workers instead of having a chance of upward mobility. Given the findings of the study, it"s required to create quality jobs for the sake of workers with disabilities, and they should be given more chances to undergo job training to improve their competitiveness. The exemption system for social insurance fee should be more extended, and the minimum wage system should be well observed. Finally, a new system should be set up to keep watch on employment discrimination.
